Abstract

The analysis of the opportunities and conditions for the formation of an intellectual nation of Kazakhstan on the basis of the state program, initiated by the President of Kazakhstan. The basis of the new economy of intellectual potential, which dominated the social and economic development of modern society. The article was prepared on the work performed as part of the grant funding for research of the Ministry of Education and Science of Kazakhstan for 2012-2014. “From an intellectual nation – to the intellectual potential: the development of information and communication technology impacts on the masses”.
