Abstract

Mass media not simply reflect the conflicts, but also create them, influence process of their development, and sometimes and stop some. Any conflict between people first of all the information. Offensive character of the information weapon in many respects defines the person of information war and allows to define a potential information aggressor a priori. And it means, it is possible to assume that the volume of information which is purposefully transferred from one country to another, and is a measure of information aggression. Thus no matter, what character the transmitted data has.
